Démarche rigoureuse et systématique de collecte et d'analyse de données et d'information probantes qui vise à porter un jugement sur une action publique à des fins d'apprentissage, de prise de décision ou de responsabilisation des acteurs de mise en œuvre de l'action . Les critères d'appréciation les plus fréquemment utilisés sont : la pertinence, la cohérence, l'efficacité et l'efficience. L'évaluation peut porter sur une politique publique, un programme budgétaire ou un projet. Elle peut également être réalisée à plusieurs stades, avant (évaluation ex ante), pendant (évaluation à mi-parcours) ou après la mise en œuvre (évaluation finale).
